What is that place ???

I was driving my boat near the Northern island, and I have seen these ships.

 

I'm playing on the definitive edition, and I know that a plenty of things were cut for no reason. Is it possible that the company working on the definitive edition readd some old stuffs (For example, fix Dodo. I really want to drive a plane with any issues in Liberty City It would be great) ? Almost everyone (Players) would readd everything that can be readded. I'm really interested in the Northern island :3

They added some houses and a pier to Upstate Liberty to try to make it look more lively and strengthen the illusion.. Doesn't work great.

 

(Also that's the third time they've retconned what it looks like. LCS straight up removed the gigantic tumor of land going overtop the entire map, Upstate liberty only goes as far east as the Stadium in that.)

I hope they will readd ghost town, and make it accessible as well as reopen upstate GTA 3 is my favourite since my childhood  And they should forget about illusions. All they have to do is to readd some cut content, especially I mentioned plus the night stick, buskers, fix dodo etc. For them it is just 1-2 days of work

Depending on how you play, there are many mods like this one which add the ghost town. There's very little else to it but it might scratch a decades old itch that you never knew you had.
