No... I'm sure they already know, but Rockstar don't need HSW to make vehicles fast or competitive. 
HSW should ideally be reserved to "upgrade" older vehicles and make them more apparent and appealing again, and simple code (higher values) used to make new vehicles fast. Don't forget HSW is just another paywall.

True personally i prefer cars getting customizations upgrades than speed. Benny needs to get some work again.
