Can you solve this unsolved glitch? Misty's Bar Glitch

So, CJ can move his head around following the camera movement. He'll also lock onto various things such as when talking to pedestrians, or a pool ball following a strike.

 

Well, some wierd glitch happens outside Misty's Bar in Garcia, San Fierro. CJ's head will keep locking onto something outside the bar and I've no idea what causes this.

 

I found this by pure chance and haven't found anywhere else in the game that causes similar behavior.

 

I filmed this in San Andreas Multiplayer, but it works just the same in single player. Can you figure out what this is?

Made on purpose? "Antisocial".

 

Pedestrians tend to glance at windows sometimes I wonder if that has something to do, I doubt it though.

Can people pass this along to popular Youtubers to see if someone can find out what causes this. I'm really wanting to know what feature this is or what causes it.
