Body Armor over Stealth Shirt

I saw an outfit called the “Infiltrator” under a Recon outfit style that was set for my Securoserv Bodyguards. It looked like it consisted of a Black Combat Stealth Shirt with standard body armor over it. I watch tutorials of how to get this body armor to show over it i even tried the telescope glitch knowing it only works for accessories really. How do I make this outfit possible the same way?
