For mission "Bait" you simply have to drive all the pink markers (enemies) to the yellow marker, bait them by driving without shooting, you need to change to a fast vehicle you find on the street every time you see smoke. Try downloading them as autosaves too and trying, not just as separate saves. I don't know what it might be other than that, my game is unmodded, steam version definitive edition.Β Last time they worked for GTA III didn't they? If you have them on steam have you tried from the game's file location to launch the exe? Maybe that works. If not I will retry the missions when I can. If there's any questions for these missions I'll help out. Btw don't click on "resume", click on game and then load game, the correct 7th save file. It worked last time so weird it doesn't now. Other than that, if your game is pirated then that might be the issue too (which as per forum rulesΒ "No Warez" I cannot help you with more) best to buy the game when on sale, or could be a rockstar launcher issue from your side, try verifying game files/check updates or so might just make it work.
