Weird monitor overshoot/ghosting.

Hello, I have been trying to play GTA San Andreas (obviously) and my monitor makes my game look really bad. I know this issue stems from my monitor because I have two monitors and the game looks great on my second monitor, but I would like to play on my main monitor. My main monitor is a Sceptre C255B-FWT240 24.5 inch, 240hz 1080p. My second monitor is the Acer XFA240, 144hz 1080p. Admittedly, I think it is an issue that I cannot fix, but I am really hoping someone is a smart enough to help me. I have tried to turn overdrive off in my monitor settings and I have made a custom resolution is AMD Adrenaline (1920x1080 at 60hz) and my issue it still here. Maybe my monitor is a cheap POS.
