I'm sure that you've all read the reviews, praising Vice City for its innovative gameplay and tons of extra features. Well, one point mentioned was that the police chases other pedestrians, not just yourself. This is somewhat untrue, since the cop chasing a thug is a randomly occuring event, and is not the result of a crime commited by the thug. For example, if an NPC (non-player character) runs over a group of pedestrians, it will not receive a wanted level for it, as opposed to Tommy. From what I read before VC came out on PS2 it almost implied that the cops would chase them in car chases aswell which I thought (and still think) would be really awsome. It would be great to see a swat team chasing some other poor jerk for a change instead of ramming into me. ...you could follow the whole thing from you heli and pretend to make a news copter or something.
