Introduction

 

St. Petersburg, Russia, 1999. About 3 years after the end of the First Chechen War and recoving from a severe financial crisis, the Russian society is trying to adapt to the post-Soviet era. The criminal rates rise; gangs are all over the place, abusing the weakness of the authorities while chasing their own distorted version of the “American Dream” but in Russia.

Aldin is a veteran of the Yugoslav wars and a war criminal. As a revenge for the death of his colleagues during a defensive task, he wiped out an entire village nearby. Since 1998, there is an international arrest warrant against him. His only way out was to escape to Hungary, then to Ukraine and finally settle in Russia. Though, his lack of actual skills and education lead him to the criminal path once more.

 

Ozman Kishiev

Gender: Male

Age: 26

Nationality: Russian

Ozman, unlike Aldin, is a skilled man, veteran of the Special Forces of Chechnya. He would not hesitate, though, to use his human capital so that he fullfils all of his greedy ambition, even if this implies that he has to become a criminal.

Vassili is a corrupt police officer who used to work in a conformation center during the Soviet era. Russian Federation has reduced the budget of the police and his income has shrinked, so he considers as his only way out to sell drugs that he acquires by chasing drug dealers during his actual job.

 

Nodar Patarava

Age: 40

Nationality: Georgian

Religion: Christian

Role: Antagonist

Nodar is the son of a formerly great gangster of Georgia, with ties to the Communist Party. His finances though have collapsed in the last decade. His goal is simple: to regain the glory of his family and live a life full of wealth and luxury.

 

Rasim Adiloğlu

Religion: Muslim

Role: Antagonist

The Turkish Mafia depends a lot on Russia and Rasim is their No1 co-operator. He has military experience, since he is a veteran of the Armenian-Azerbaijani war of the 1990s.

 

Genc Sava

Gender: Male

Age: 34

Nationality: Albanian

Role: Varies

Genc escaped from the communist regime of his country once he found a way out in the early 1990s. In order to find an income he had to do a lot of dirty jobs. Though, he managed to rise in the hierarchy and become a main boss of the Albanian Mafia. He, now, owns a large chain of vehicle stores in Saint Petersburg and Moscow.

 

Nelya Melnyk

Age: 32

Nationality: Ukrainian

Religion: Unknown

I am excited, the concept is quite interesting.

But it is a long way to go so far...

It needs excessive research, I don't know what to propose... 🤔

I always want a concept about the nineties period of Russia. The early days when modern Bratva were building their modernized foundation.

 

Is there any specific reason of settling in 1999 Saint Petersburg? I thought 1993 in Moscow could've been a more ideal timeframe due to the Russian constitutional crisis, the rampant crimes like contract killings, and over 5000 crime groups operating around the country. Plus you could feature Mikhail Faustin and Dimitri Rascalov as they hadnt immigrated to America yet.

 

My knowledge on this setting is just as deep as a puddle, though. I suggest you to learn Russian's demography and check out whether there's Serbian and Albanian enclaves in Russia back then.

 

Before the Chicago concept, I used to have a dreamy thought of writing a fanfic about early 90s Russia that follows the likes of Bulgarin, Faustin, and Rascalov. The story would've connected them with faces from my universe like Nikolai Kirikov and Ilya Vinogradov (yup, the dad of my protagonist).

My only ... I wouldn't even call them "complaints", per se ... would be:

 

1 - There's more info on the Google Doc than the forum post (i.e. the weapons chapter), and while I took time to browse a little on the GDoc page when this was first posted, not everyone will take the time to visit a link to a different website.

2 - I would put the weapons, gameplay and vehicle chapters before the story chapter, rather than after; it's better to draw a picture of the world before you start getting into the story that takes place in this world.

 

This one might be my one actual complaint:

3 - A number of the songs are anachronistic to the time period. For example, the game takes place in '99, but there's multiple songs that are from beyond that time period. "Oops I did it again" is from 2000. There's a song on the Greek channel that's from '05. Multiple other channels have songs from the 2010's. To me, the licensed music is one of the most important facets of a GTA game. At its best, it cements the time period, sets the tone and atmosphere, and can even help tell the story of the game itself. (It's why the inclusion of Mississippi Queen in GTA5's SoCal setting is so utterly baffling.) While I can't say how fitting they are for the setting, having songs from the future feels ... awkward, shall we say.

 

As for the complaint about the research made by Kiro, well, I can't comment on that. I know as much about post-Soviet Russian culture and as I do about Tuluvian culture, the Hungarian language ... or positive aspects of LA and NYC. :kekw:

Well, definitely the toughest part in my mind is how much political is all this thing going to be. There are tons of controversial and sensitive manners that have to be considered before proceeding. In general, GTA doesn't align with political correctness, but, even under these circumstances, I certainly believe that it requires a careful treatment.

At this point, I have to make a briefing about how this concept progressed so that it becomes what it is. Initially, I wanted to create a concept about Eastern Europe in general. Including, also, places like Bucharest or Istanbul or whatever. But the scale of this would be massive in terms of characters, missions and a lot of other attributes that would be too hard for me to comprehend. So... considering these VI trailer parodies, the story of GTA IV and some more real-life inspirations I finalized my idea as a concept that would parody lots of stuff regarding Eastern Europe but centralized in a Russian metropolis.

 

This required taking some parameters a bit too far I guess, a.k.a. the "too much Balkans" thing. (Also, that particular station that you 've mentioned also includes Romanian and Albanian music.)

 

The communist star as a wanted star GUI is a little detail I though it would give some extra fun. Maybe, I was wrong, I don't know. I didn't consider it as weird since, at least a little bit of the communist names etc. can be seen preserved even to this day e.g. "Red Army Choir", "Red Square" etc. Also, the Russian national anthem uses the same beat that the Soviet one used to have.

I'm happy to see similar ideas to pop up. Let's break my arguments in a list:

  1. It's Saint Petersburg instead of Moscow for several reasons. In fact there is nothing wrong with Moscow, it's just that Saint Petersburg looks like a better choice in terms of location, name and history. It's not landlocked, so it suits better for a GTA main city, and it reflects perfectly the whole contrast between communism and capitalism since it was renamed lots of times in the recent history.
  2. 1999 is as close as possible to the modern era, while it's still in the 1990s. This will make everything easier in terms of music (see more below), technology (e.g. search engines) etc. I mean, 1993 looks quite interesting too, but 1999 also looks quite good to me and aligns with stuff I'd like to parody like the Chechen Wars.
  3. The fact that I can't feature figures like Rascalov is indeed a big L, though I sacrifise the opportunity in the sake of the two above. (Maybe a prequel DLC though would fix that? :shillkek:)

About the demography, I'll certainly do more stuff on this, but you could also see my response above.

As for the complaint about the research made by Kiro, well, I can't comment on that. I know as much about post-Soviet Russian culture and as I do about Tuluvian culture, the Hungarian language ... or positive aspects of LA and NYC. :kekw:

But I do look forward to seeing more of the concept get posted here!

 

1. This has simply to do with the fact that, in general, I first make progressions in a document, and then I post stuff. There is lots of work though in the inbetween part of transferring all this information with the proper formatting to the site. It will happen. But it takes time.

2. Well, Idk, your point seems correct.

3. Now about the music thing... 

 

I struggled a lot to find the music that I really wanted. There are cultural and geopolitical reasons for this of course that didn't allow gangsta rap to be a thriving music genre in the Russian 1990s or pop in the Balkan 1990s. So... the options were just two:

i. To progress without such music at all. This would make the radio section look incredibly poor and non-interesting, though it would be a historically accurate set of stations.

ii. To find music that could fit in the vibe of the 1990s without damage or really noticing that those songs are modern. I mean, "Genie In A Bottle", released in 1999, sounds more modern than the average rap song that I've added in In Da Hood St. Petersburg station, despite lots of them being released after 2000. There are some severe issues that may appear though that I acknowledge. E.g. what if a song mentions 9/11, Facebook or Obama? It certainly wouldn't make sense and this song should be excluded.

 

I might return with improvements in the radio, but not really soon to be honest.

MISSION 1 - Passports, please! [Паспорта, пожалуйста!]

 

Aldin, Jelena and Ozman are all tied with their faces covered. Rasim stands next to them, holding his Tsar Pistol and aiming towards them. They try to scream but it’s pointless.

 

Aldin (inner monologue): When all this sh*t started… I promised to myself that I would succeed. But, now, I’m tied in a f*cking chair in the middle of nowhere. How the hell has everything got so f*cked up?… Huh, it’s been a long time, it all started in that god damn trip…

(Somewhere in a village of Croatia, September 1998)

Karlo: Aldin, where are you heading to, man?

Aldin: Budapest… At least for the beginning. We ‘ll see. I might make a call when it’s safe.

 

Aldin (inner monologue): But, of course, it would never be safe.

(Somewhere near the Ukrainian-Russian border, January 1999)

 

A 60-year-old driver approaches with his van Aldin and Jelena.

Driver: Come in quickly! Somebody could see us over here. And the cops are not very friendly!

 

Aldin and Jelena drop their belongings in the truck and enter the van. They are about to travel towards Saint Petersburg.

 

Help Dialogues:

Use (R) to look around. Hold (A) to skip.

 

 
   

 

After a while, a police patrol nearby makes a sign to the van to stop.

Driver: Oh sh*t… f*ck! I have to stop.

Jelena looks at Aldin while being afraid of the cops. They don’t carry any passports or other identification documents.

 

There are 2 cops. They approach the van. “Licence, please.” The van driver shows his licence. “You two… you don’t seem locals. Do you have a police id or a passport with you?”

Aldin: Yes, sir, but it’s in the trunk with our belongings.

 

The cops let them exit the vehicle and approach the trunk. Once they lose him from their sight, the van’s driver grabs his Musket and shoots one of the cops in the head.

 

Help Dialogues:

Press (L) and (A) to grab the stone next to you. Release the stone with (A) once the indication appears.

 

 

 

Aldin hits with the stone the other cop, who has turned around targeting the driver with his pistol, in his legs, making him fall with his head hitting the van and get neutralized.

 

They all look at each other with mixed feelings of relief and fear. They load the bodies in the trunk and leave the area.

[Boney M. - Rasputin (Instrumental) starts playing in the background. The van approaches and enters Saint Petersburg. An intro clip of the cityscape at night appears along side with the introduction titles.]

 

Driver: “Well… I guess… Welcome to Russia!”

 

Aldin and Jelena pay him, grab their stuff and enter the motel.

 

Help Dialogues:

This is your bed. You can sleep to save the game and refill your bars. The time advances by 6 hours each time.

In your room, you can change your clothes anytime. Your appearance might matter in some particular cases.

 

 

 

MISSION PASSED

 

Effect:

Aldin has a new safehouse - the motel room in St. Petersburg. He has also stolen a Pistol from the cops.

MISSION 2 - New Friendships [Hовые знакомства]

 

Aldin and Jelena try to get accustomed in their new place. There is a little problem though - they don’t have a vehicle.

 

Help Dialogues:

Press (Left Keypad) to use the computer.

 

Open the browser and find a car retailer company.

The only one that appears to have its own website is the one of Genc Sava. There is a waypoint to his store.

 

Press (Right Keypad) to call a nearby taxi cab.

 

 

◾◾◾

 

Ozman has just arrived by bus to St. Petersburg, from his hometown in Chechenya. After several applications that he has sent since the end of the war, he finally has got a job offer from St. Petersburg Customs. Though, the car repair store’s owner is actually a thief who steals cars of his customers to trade them elsewhere in Europe.

 

He arrives in the Customs.

 

A client: Hey, asshole, where the f*ck is my car? You were supposed to deliver it last week! Where the f*ck is it?

 

A guy that works for the Custom’s owner approaches the client. He punches him in the head. “Get the hell out of here… Are we done?”

 

Ozman, who has just arrived, finds all this situation bizzare. The owner of the store spots him and calls him to come in to his office.

 

“Hey, you must be Ozman, right? I’m sorry for this… uh… inappropriate… welcoming. Your bio is excellent, no concerns about that. But, let’s get straight into business. As you ‘ve already realised this is not just a casual car repairing store. I need someone who can fix vehicles, but also, someone who is capable of doing some… extra tasks. The salary is great, trust me. It’s a great opportunity. And I believe that you are the right man for this job. So… (grabs pieces of paper) here is the plan for your first task…”

 

◾◾◾

 

Aldin is in the store of Genc Sava. He has several options for a personal vehicle.

 

Approach one of the vehicles and buy it.

 Press (A) to buy this vehicle.

 

 

Genc himself thanks Aldin for his purchase. “You are not a native, are you, Aldin?”

 

Suddenly, an alarm starts ringing. Somebody has violated and stolen a car from the store. “Huh, son of bitch! Aldin, go and get this man. Do this for me and you will get your vehicle in half price.”

 

Aldin is about to chase Ozman.

Press (Y) to enter a vehicle.

In the minimap, you can see your enemies and collaborators with red and blue blips respectively. 

Press (RT) to accelerate and (LT) to break. 

  

Ozman is heading towards the car repair shop.

 

Chase the thief. Don’t kill him!

 

Once he catches the thief:

 

Aim at Ozman with your pistol.

 

Press (LB) to access the weapon wheel. 

Press (LT) to aim with a weapon and (RT) to shoot.

 

Ozman: Okay, okay, bud. You got me! Now, get the car and just leave me alone, alright?

Aldin: Get the hell out of here, quickly.

 

Aldin makes a phone call to Genc. He has got back his car.

 

The (car icon) indication on the map shows where your personal vehicle is located.

 

 

MISSION PASSED

 

Effect:

Ozman is a playable character. Aldin has a personal vehicle.

 

Mission fails if:

Any of the characters dies.

MISSION 3 – Wanted, dead or unalive [Разыскиваемый, мертвый или неживой]

 

Ozman’s new boss is furious with the last incident, but he considered that the man who stopped him, Aldin, would be a great acquisition. Though, he is really low on the pyramid of the mafiya he belongs to. The final decision will be made by the actual boss, who’s no other than Nodar.

 

The latter has invested a lot of effort into the illegal trade of stolen vehicles to the rest of Europe. Aldin’s phone is ringing.

 

Help Dialogues: 

Press (Up Keypad) to access your phone. 

Press (A) to answer the call.

 

 

Aldin: Who is it?

Unknown caller: …Uh… You must be Aldin… Aldin Tomic, right?

Aldin: Who are you?

Unknown caller: Well, let’s say that I’m a person who has been impressed a lot by your recent… uh… success in that chase. I’d like to see some more of this. I promise that I can pay you really well, better than anybody in the city… Huh, how about meeting me later today?

Aldin: …Well, yeah, whatever…

Unknown caller: Great, then. I’ll send you the address soon. (Terminates the call)

 

Jelena: Who was that?

Aldin: Doesn’t matter.

Jelena: What do you mean “doesn’t matter”? …  Hey, what are you up to?

Aldin: Nothing, relax.

Jelena: Hey, do you have in mind that there are already several agencies after you? I hope that you haven’t already created any more troubles.

Aldin: Oh, come on Jelena, f*ck off, for real. Everything is alright.

 

Aldin leaves the motel room. Jelena is frustrated.

In the headquarters of the St. Petersburg police department, Vassili tries to collect evidence about two disappeared police officers. There are no actual clues available. “Where are those assholes? Now that I need them more than ever…”

 

Nodar, meanwhile, needs a Police Patrol immediately.

Help Dialogues:

Enter your car.

Go to the meeting point.

 

Aldin reaches the meeting point, finding Ozman and Nodar himself waiting for him.

 

Nodar: So… Are you ready for fun?...

Aldin: What are you up to?

Nodar: Listen to me carefully, today is a pay day. No doubts. I want you to bring me 2 police patrols back to my place. Once you bring me the patrols you ‘ll get your money. Whoever comes first might get an extra tip, I don’t know yet.

Aldin: How the f*ck are we going to find two patrols, man?

Nodar: Well, that’s your problem… I got an idea though. St. Petersburg police headquarters, as far as I’m concerned, always have some patrols parked outside. You must be extra careful though, as you can guess. Blood-mongering cops will pop up out of nowhere once the alarm rings.

 

Help Dialogues:

Enter your car.

Wait for Ozman.

Approach the police headquarters.

 

Ozman: Where are you from tough guy?

Aldin: (Silence)

Ozman: (Ironic smile)

(Ozman notices Aldin’s pistol) Where did you get that?

Aldin: (Frustrated)

Ozman: Look, you gotta talk at some point, alright?

Aldin: Shut… the f*ck… up.

Ozman: (Ironic laugh)  Well, whatever…

 

Once they reach the headquarters:

(Aldin parks and grabs his pistol.)

Ozman: Woh… you ‘re gonna use this?

Aldin: I’m always prepared for the worst.

Switch to Ozman.

 

Once the switch is done:

Approach any of the police vehicles and violate its door.

 
   

 

 

Ozman can violate various vehicles without triggering the alarm.

Once a patrol is violated:

Ozman: Get in tough guy, but don’t leave yet, it won’t be fair.

 

Violate one more vehicle.

 

This time a police officer notices Ozman and runs towards him.

“Hey, hey, dickhead…”

 

Ozman and Aldin turn on the engines and leave the area.

★ ★

Lose the cops. You can switch to any character.

Once the cops are lost:

Go to the Nodar’s place.

 

◾◾◾

 

A group of heavily armed and evil-looking individuals can be seen. They point their guns towards Ozman and Aldin.

“Get off the patrols.” Aldin grabs his pistol.

 

Help Dialogues:

Press (RT) to shoot with your weapon.

 

 

 

Take out the guards.

 

Once the guards are dead:

 

Aldin grabs their weapons. Meanwhile, Ozman is surprised, since he realizes that Aldin has advanced military experience.

“Get this one”. Aldin gives to Ozman a pistol he finds. “I don’t know your story, but I’m certain that you’ll need this soon.” He leaves the area.

Mission passed

 

Effect:

Aldin owns a pistol with tons of ammo available. He has also acquired a Tactical SMG. Ozman also gets a pistol.

 

Mission fails if:

Any of the characters dies or gets busted.

MISSION 4 – Bloody Chase [Кровавая Погоня]

 

Vassili stands in his office. He has made some progress in his investigation; he found out that a van of a certain type might be related to the disappearence of the police officers. Another officer enters his office. “Sir, this is the info you asked for.” Inside the envelope there is a name and an address of the supposed driver.

 

He shows up at his house by himself; he knocks the door but nobody’s there. The driver stands in his van near the house; he notices the officer and starts following him once he is about to leave.

 

They reach an inhabited region; he speeds up and manages to make Vassili crash to the side of the road. The officer is dead. He takes his suit and money he finds in the car.

 

◾◾◾

 

Aldin receives a package from an unknown sender. He opens it; it contains a police suit full of blood and a note.

 

He looks at the content and gets frustrated – worried. He grabs his car keys and leaves immediatelly.

 

Jelena hears the car engine sound and runs outside freaked. “Aldin!” He won’t stop.

 

Help Dialogues:

Reach the meeting point.

 

Once he reaches the area:

 

It’s a uninhabited rural snowy place. There is only an abandoned-looking building around. “Hello, anybody there?” He suddenly hears a noise that must be a step of somebody else. The sound reminds him a horrible scene that he experienced during the Yugoslav Wars, in which he heard noises (enemy footsteps) around while he was hiding in a residence and he was bleeding. “Hey, come in.” The driver invites him inside the abandoned building. He steps in and finds a bodybag on the floor. “We have a little work to do as you can see.”

 

The incident reminds him another terrible experience he had in the past. A commander of him once ordered him to burry several people alive in a mass grave. But he couldn’t do that. Instead, he targeted his riffle towards his commander, killed and burried him instead.

 

He grabs the driver’s shotgun when he doesn’t notice and aims at him.

 

Neutralize the driver.

 

He burries both him and the bodybag and leaves the area.

Effect:

Hello @Stagnant09 I really love your concept creativity and it amazes me how massive and interesting you can make them. The other West Pacific concept and this one of yours are really well written altogether.

 

Btw my question is are you gonna make an Italian mob story in New York City version of this in the future, because I can picture it being a massive concept project of yours in future maybe, would be so awesome.

 

(The reason I’m asking is because I’m a very big fan of italian-american mob movies and series taking place in New York or New Jersey)

Hello, thank you. Indeed, I've mentioned in another topic that I have in mind to make such a concept that would include Liberty City (NYC), another "nearby" city (prob. Philadelphia) and a South Italian location (somewhere in Sicily?). And this, yes, would be huge, so it's not possible at this moment to run this in parallel. I'll see. :conspiracy:
