Do you think a DLC could/should return in GTA VI?

It should, because there is so much potential with the "Project Americas" idea, which may have been slated to start off as location DLC for GTA V (Prolouge DLC and Liberty City DLC were leaked from the source code).

Doesn't mean there will be though, because it's not a high return on investment compared to GTA Online garbage.

I'm sure their outlook on it is: "Why have players pay one time for a DLC when that same DLC can be altered for the online portion to incentivize buying multiple Shark Cards?"

I was more under the impression that "Project Americas" was the original name; I'm sure its downsized some since then but I obviously don't know for certain.

But yeah, I'm sure making around 2.5 million dollars a day from GTA5's online component has really shifted their focus and perspective, and that's where all of their post-launch planning will be focused towards. Uncle Zelnick needs a brand new yacht!

At this point the whole Project Americas thing is kinda murky because fact is mixed a lot with innuendo.

My personal theory is that Rockstar originally wanted to slow-walk the fanbase into the idea. We would have been given a DLC set in a city based on Winnipeg and the Canada/US border region of that area, and this is loosely supported by the cut Prologue DLC. We know that Ludendorff is a combo of Bismarck and Fargo in North Dakota, and the closest Canadian city to those municipalities is Winnipeg. A GTA game entirely set in the upper Midwest sticks would be kinda dull, and adding Winnipeg would be the first non-US setting since London 69, and would add a lot of interesting features.

The Liberty City DLC would have fit into that as well. Again, we know that Rockstar was re-designing Liberty City (probably adding new structures as New York looks very different from 2008) from leaked dev photos. We may have also gotten an extended countryside based on Upstate Liberty, the rest of New Jersey, the Hamptons, and parts of New England. However, that's pure speculation, and whether it was intended for single-player is unknown.

We don't know why this was all cut. It may have simply come down to resources and hardware limits. Cayo Perico ran like sh*t with 2018 RDR2 vegetation, and adding a modestly sized city (Winnipeg) and a major one (Liberty City) would have added so much work such as pedestrians, vehicles, buildings, streets, radio stations, textures, unique events, etc that the scope simply became too large. Of course the easy way out for money may have played a role. We simply don't know, and may never know fully.
