How could Luis meet Billy?

I have never noticed this before, but recently I found out there is something wrong with the timeline. 

 

In TLAD, Billy was caught in the mission "This sh*t is cursed" and never went out. And only after that will Johnny be able to take 2 more missions from Elizabeth when she was obviously relaxed and did not look like just being set up by IAA, so that must happened before the mission "The snow storm" and "Have a heart" in GTA4. Then Niko met Derrick and robbed the bank together in the mission "Three leaves clover" which was the start of Tbogt. And then Luis ran into Billy who just finished the meeting with Triads about setting up Johnny and Jim in the mission "Chinese takeout" which should be happening before "This sh*t is cursed".

 

So I'm a little bit confused, is it a flaw of the timeline or is it just my game missions appear in this sequence?

Yeah you are right it is incosistent with the GTA 4 canon. Perhaps it is due to cut missions in TLAD that "this sh*t is cursed" plays before it should be

It's just inconsistent. I try not to think about it too much tbh, especially since Rockstar plays fast and loose with their crap. Do you remember when that one guy threw the diamonds Niko and Packie were fighting over into the back of a dump truck, and then some bum finds them in a trashcan in Dukes?

It was a simple cameo to kill the ambiguity of Billy's betrayal. Unfortunately, it messes up a lot of the timeline. It's a cool little scene, and I love how Luis was completely unphased by Billy's presence.

TboGT is typically blamed for this issue but TLAD has a mission structure which doesn’t gel well with Niko’s:

 

Elizabeta’s missions are unlocked like 6 missions after the first crossover (Buyers market) compared to just one mission breaking up Blow Your Cover and The Snow Storm. Liz is basically arrested within 24 hours after Have a Heart.

Unless Niko does all Playboy, Dwayne AND Francis  missions before going to sort out  Jacob and Liz which makes no logical sense 

Romans kidnapping happens shortly after her missions in both stories but Diamonds in the Rough is set up at the same time, whereas Niko has a lot of other people to work with before meeting Ray.

Basically Liz missions & Roman’s Holiday should come straight after the crossover and the story would flow much better. I never understood the placing of Stubbs missions and then reintroducing Liz later on
