what's the best way to play this game nowadays?

I've been playing GTA LCS and been enjoying the game, just got to the third island and it kinda reminded me of the times that I played GTA 3 many many years ago and it made me wanna play through it since I've never finished it but I don't know what should be the best way to play it, I snatched the RE3 version before it got nuked and saved it, but I know it isn't as easy to mod as the original game, so should I just play the RE3 version or mod the game myself? it wouldn't be a problem since I've been modding GTA SA for so many years now and I believe it shouldn't too diferent from GTA 3, and btw I just want to make the game play better, no graphical improvements like ENBs and such, just keep the game as vanilla as possible with QoL improvements
