[SA|VC] Fix Map Flickering / Z-Fighting

These and other parts of the map can sometimes flicker and distract from the game on PC
I tried to at least partially fix this issue in some areas of the map

This is probably not the best way to do this, so it's more like a 'workaround'

San Andreas (unfinished)

Changes can mostly be seen in countryside, but various buildings and areas were fixed as well

I didn't notice any major z-fighting problems in Vice City, but Mainland can sometimes still be seen flickering from the distance

Hello, good job, I haven't prove the mod but I hope it will fix some problems specially on the countryside and beaches, I use camhunt a lot and this bug is extremely evident when you want to do takes on those places.
I hope you will work more on it, I'm very grateful someone took notice of this problem.
