Weird plot hole I found

They probably closed the tunnels down to do "work" on it so the construction crew can keep their huge budget

from all the other plot holes if you find this one "weird" 😀 Also it's not really a plot hole since one place can be under construction multiple times throughout the years, especially for traffic connections like roads, bridges, tunnels. Even in country like Bulgaria I see roads being repaired once in a while 😀

As to why they are finished before the Staunton Island and Portland entrances in LCS, its because, as far as we know, there either never was a ferry terminal in Shoreside or it was demolished before Toni's return, for there to be workers strikes at (you know, the purple wearing "HELL NO TUNNEL, NO!" guys from the beginning of the game that beat the sh*t out of Toni if he crosses their barricade) to be delaying its construction, so the work was able to be carried out on the Shoreside Vale stretch without delay whereas they were still digging out the Staunton Island entrance and the Portland entrance didn't exist yet due to the ferry port and dirt-bike track still being in the way.

(And from a game point of view Shoreside would be a pain in the ass to get around in without them, as if it isn't already)

As to why its still blocked off by the blue construction wall barriers in III once you get to Staunton Island but haven't reached Shoreside yet, despite being finished for 4 years...

I'm not actually sure lol.

(other than it's a game, they don't want you to spoil your progression, and I presume their original intention in III was it was being built as Claude's story continues, etc.)

Maybe it's just being renovated to look as new and clean as the rest of the tunnels? They had to hook up the wiring to the rest of the new lights? Idk.

As if they ever planned ahead that far or in LCS's case could remember the way they went about things in III years prior anyways lol.

Good point man.

I thought the title said "weird pot hole" and I was hoping to see a screenshot of an area I'd never found before 😂😂

But yeah, as others said it's to prevent you from accessing the island early. Interestingly, if you manage to make it to Shoreside Vale early, you will see traffic flowing through that part of the tunnel. One could argue that the Shoreside Vale portion was completed but needed to be closed down periodically to accommodate the connection to the Staunton Island leg of the tunnel (which we see in GTA3).

tbh the street in Portland across from what used to be Toni’s first apartment in LCS is a pretty weird pot hole
