I think Boss Meat was remade into "Waka Gashira Wipeout" and shouldn't be listed as a completely cut mission

(Also also, while it's a completely different premise in a different place at least partially and thus wouldn't count under it, it does seem likely that Uzee-Lu was replaced by Dead Skunk in the Trunk, given they're in essentially the same spot and both involve going after the Forelli)

The models from Andrew Soosay are being called Power Plant Models, but you can see that EXACT pipe/exchanger system model in this extremely sh*tty copy image depicting "The Chemical Plant.(As well as the power line models we also have)

(Also also, looking over his stuff we can also find what seemingly is the missing buildings in Staunton I noted 5 months ago while trying to compare Beta maps in the other thread, as well as 'Mansions' presumably for Shoreside. I fully believe the assets to create Beta Portland and Beta Staunton to their original vision all exist. Probably not all the Shoreside ones, but some stuff.

It could be one of the following:

A) The exchanger system was reused between the two locations

B) Either Soosay or the GDD got the location wrong (this might be likely considering how the "mansions" Soosay did resembled modest catalog houses at best)

C) The Chemical Plant later became a Power Plant or vice versa

Those are definitely chemical pipes not nuclear.  I wish we had a scan, one line, one picture, if that video missed anything it could break this open. Or I wish we could interview Soos.

I'm curious if anything here turns back up in Easter Bay or KACC or something...

 

 

Anyway, we can recognize Soosay's pipes and the powerlines leftover in the midground.  What's the building? What are those girder things on the left background? Is that a road going bl-tr in the middle? What's the bell shaped structure in the back? Where exactly are we where's the ocean which direction are we facing?

tbf I doubt Rockstar was going for anything accurate when it comes to depicting industrial sites. They probably thought, if it looks vaguely industrial, it'll work

Those pipes look awfully allot like the steam pipes from the final build that go thru the water, must be one of the earliest assets of the game, judging from where they come from the plant must have originated in northern Portland. I think the chemical plant and power plant were combined into one. Steam pipes serve a nuclear plant. Unrelated note, I strongly believe the Ferries were actually implemented in a build and maybe the models in LCS were reused beta assets, look behind the military base in Staunton.

This wouldn't be an issue if we could actually check the document. Maybe they weren't specified or maybe they very clearly were

Given the standards for what counts as 'remade/altered' and what counts as 'completely cut' and 'completely original', these two need to be swapped in category.

Kenji's Dead was a cutscene mission at the end of that mission line involving a male character dying, just like Love's Disappearance.

 

(BTW, Am I correct in my reading of mission charts in, even in the final release, you can complete The Exchange without having completed the final 3 missions for Ray AND Love(Gone Fishing, Marked Man, Plaster Blaster, Escort Service, Decoy, Love's Disappearence). This change would explain why, you originally needed to complete both Kenji's strand and Asuka's strand to get the final mission, but Kenji's was split between him and Donald Love and then was supposed to lead to Toshiro, which means Kenji's missions are all missable and some of Don and Ray's can be done after killing Catalina.)

Like I know about the missable missions, some of which Rockstar planned on. You can miss some of Joey and Luigi's late missions if you rush forward(very much deliberate), you can miss Asuka's last first strand mission if you wait until her second strand triggers(might have been a bug might not), and all of Kenji's can be skipped(due to this whole weird swap business), but I never hear talk of missions you can do after completing the 'finale' other than the Phone missions.

The base where Phil is, behind it seems to be a boat port of some sort that was left in the game seemingly unfinished. Best bet is used to be a ferry port but converted to a base, long shot since its around the area where the airport was.

Based on the Beta Maps I've seen it was either at the original larger version of the Cargo port or on the Southern tip of Staunton near an expanded version of that little spot near the Casino where the water dips inward(with the portland half presumably being near that hidden boat pier)
