SPANKed-up Madmen could be Darkel ?

Oof his texture file is creepy! His forehead looks like a big slab of skin and the coat/scarf looks like an eye with blood!

The spanked up madmen were originally called spanked up terrorists, but its assumed thats from a Darkel-given mission since the darkel missions were replaced with the rc missions and some phone missions, maybe some other smaller missions in the final release. I heard the ice cream you scream mission was originally a darkel mission. Darkel was removed well before the 9/11 attacks too, so they were already used as the side missions during R*'s scramble to release the game after they delayed it from the attacks.

Nah fam Darkel only gave you rampages (according to the III GDD). The Ice Cream mission was still given to you by El Burro by the time that GDD was written.
