[GTAV] Need help coding gang spawn

Hi, im trying to make a mod that adds a custom gang to gta 5.

 

I know how to make the ped models and textures. My question is how do I make them spawn in game. I want to make the gang spawn near the Vespucci Beach alleyway where Marabunta Grande originally spawns.

 

Been looking everywhere for the answer to this problem but can't find it.
