"New Members" group can't do that so to avoid explicit content/spammers/spambots with PM and whatever else. You can read it up there on the Forum Rules. You will have to make 20 non-spammy posts anywhere on the forums and you will be put to "Members", then you will be able to change your profile picture. It's easy to make 20 posts, take your time, write good comments in topics that you find interesting!
