Alt+enter doesn't seem to work. for the window to be smaller your in-game resolution has to be less as well, lower it to 1600x900. If settings change every time you reopen then I am not sure there, had that problem but it stopped doing that after a while with the other settings changing, not resolution. Or try disabling fullscreen optimizations on the exe, within game directory. Then press alt+enter in-game. (for me it worked it seems don't know why but not when I was on menu, in-game.) For the brightness and contrast there, or with your monitor or from nvidia control panel if you have, don't think there's any other way. Maybe someone else will be able to help you out with it.
