White police cars spawning and not hearing Tommy's voice lines after fixing "Unhandled exception..."

I had an issue with "Unhandled exception..." message appearing when starting Vice City; after finally managing to fix the problem I've noticed the white police cars glitch appearing and Tommy would stay silent when chased by the police (which did not happen before). Anyone know how to fix the audio missing, as well as the white police cars spawning?
