Game only playing on Background/ Appearing on task manager [GTA Vice City]

I'm trying to play gta vice city but its only appearing on task manager/ playing on background does anyone know how to fix this issue?

Do you have it on steam or retail copy? Some pirated versions have issues like that or mods can cause those issues, or save files not compatible with the version you have.
