Ped draw distnace and foliage draw distance increase?

Hellloo, ive been looking around for ages for a mod that change the draw distance of peds, vehicles and foliage (foliage being the least important one). BUT ive been unlucky so far, ive seen mods that said they change it but they didnt do anything, and changing some ini file settings... but that also didnt work... Does anyone know anything about increasing the distance to its ABSOLUTE MAX? I got MixSets i got Project2DFX i got random Ped distance spawner or whatever, but none of it is even making a dent on my problem.
