How do I start "Life's a beach" Mission?

It is my first time playing San Andreas. I finished Robbing Uncle Sam. How do I start the next mission now? I read that I am supposed to talk to OG Loc at the Marina Burger Shot, but I can only buy food there... Can't find a red marker to start the mission, also no yellow square thingy on the map.

I am absolutely sure I finished the previous mission, did it a second time to be sure... but what now?

Did you complete the mission "OG Loc" which is given by Big Smoke?

Right, I didn't. Thought Life's a Beach was next after robbing uncle Sam...
