Mr. Black involved with the deal ambush at beginning of Game

While playing Vice City, I noticed that in the mission "Road Kill", the first one of the Assassination Missions, I noticed that Mr. Black mentions that Leo Teal had "eradicated out-of towners" at some point. Considering who was involved with the drug deal at the beginning of the game, I think it was possible that Mr. Black played a part in the drug hit. I know that Diaz was the one who ordered the ambush, and that Teal possibly was one of the hitmen at the beginning of the game as the first phone call you get after getting his phone is a person mentioning that "There is a buyer for Diaz's merchandise." With all this information, I believe that Mr. Black was a middleman in the situation, that Diaz did not directly order Teal to have him and 2 others ambush the drug deal but rather he called Mr. Black to get hitmen to ruin the deal, and Mr. Black hired Leo Teal to shoot up the Drug deal.
