Weird pixel artifacts around player model

Hi! I've modded my GTA Vice City with some of the most popular fixes and mods, like Widescreen Fix, SilentPatch and SkyGFX. I'm very happy with the result, however something seems to have introduced a small visual glitch, that's very distracting. When driving in a vehicle, every now and then a weird cluster of pixel artifacts appears around the player/car model: https://imgur.com/a/iIiojR5

 

Apart from this one issue the game looks fine. I know this is probably a bit of a reach, but I haven't been able to find anything on these forums or via Google. Has anybody ever seen something like this? Or maybe even an idea of how to fix it?
