can re3/revc used to re work all the source code?

I was thinking and trying to figure out how this works, re3 and revc can be used to add things and etc to the game source code but is it possible that it can be modified more than that? like physics or even game engine honestly i have no experience in this and i'm just learning through videos but is it even possible? Obviously it would take years and a lot of work but I want to know if something like making gta 3 feel like gta sa is possible
