Why doesn't San Andreas have a subway system? Also, why can't you ride the cable car in San Fierro?

I know that Los Angeles has a subway system, not sure about San Francisco or Las Vegas.

The Los Angeles subway system started in 1993, the game takes place in 1992.

I am not sure If Rockstar was thinking about adding that, but San Andreas was supposed to have more stuff that was removed due to PS2 console's limitations.

Riding a tram was possible during development before the feature was cut, there's even a police scanner saying "Suspect last seen in a tram".

In 1992 Los Angeles did not have a subway system and San Andreas is based on Los Angeles in 1992. 

 

However I think the part where the train goes underground in the Market section of Los Santos was supposed to give that subway feel.

That dispatch was probably for the tram from San Fierro.

 

As for the mod, I know of one made by junior_djjr which lets you enter the SF tram. Guess it'll take a while to find it.
