Fluctuating items and collector maps

Anyone know what's up with Rockstar and their chronic indecision over whether open world ammo around the map stays or goes and collector maps work or don't work?

 

I was thrilled to see both return a week or so ago, but now ammo and other items are gone again, along with the usual borked collector maps.

 

It's just getting really old, and I wish they'd make their mind up.
