Have R* prevented fighter jet steals from story mode with Michael?

I completed the game again on PS5 (looks stunning btw if you haven't played) and already stole a fighter jet during the missions.

 

However, I foolishly swapped the fighter jet for a different plane. Now with Michael I can't steal one back. Even if I fly clean away without a hit the exhaust goes black and cuts out just before the hangar. 

 

Is anyone else getting this lately with Michael?
