Those kind of things are usually done by the end of the development cycle as the developers tend to focus on other things first.

Not sure how people can be saying it's a GTA V mod?

If it's fake someone has had to create all this, the animations and gameplay elements aren't from GTA V unless it's upcoming DLC with new animations etc but it's doubtful. 

The way the guy leans out the car window and shoots, the interior of the cars, just everything about the way characters move looks new. 

I'm more interested in how Rockstar will react to this, nothing has been taken down from YouTube. 

Knowing Rockstar they probably won't react but I'd love to see them release the trailer and show a more up to date version.

Assuming it's real, they wait until they assess what systems he had access to and announce a security breach. After that, they move on and keep developing.
