Kernalbase.dll crash no matter what I do.

I have Open Limit Adjuster, Proper Fixes (For HD Packs), Cloudworks, reshade, renderhook, and Project ROSA Evolved. However even if I remove these mods the game still will not launch. I have tried deleting the gta_sa.set file and clearing my modloader cache in Appdata. Nothing works and I still cannot launch the game. The game shows in task manager for a few seconds and then disappears. Can somebody help me?
 
Specs for pc this issue is occuring on: Intel i5 10th gen, GTX 1650, 16gb Ram, Windows 10
