Game Services Are Unavailable

My ISP had an outage a week or so ago.  Ever since, I get this error on both XBox One and PS4.  I can connect and play through my mobile hotspot, but not my home connection.  I've tried resetting my router, even calling my ISP.  I've cleared the cache on my consoles.  Nothing works.  I've looked up methods to fix this issue, but no luck finding a fix.  I'm not sure what else to do.  Does anyone have any suggestions?

It just times out when I try to get to either of those links.

Then you need to change your IP. Shut down your router for longer time. I.e. over night (you did it for too short time probably). And while at it, check https://www.whatismyip.com if it actually changes.

If it won't (most likely it will, cause this problem usually happens for people with dynamic IPs), contact your ISP to manually change (I don't know what you've said them when you already called).

I shut it down all night.  The prolem is still there.  My ISP said they can't change the IP address.  I have no idea why I'm having this issue or what to do.  I've tried shutting it down for several hours.  I am just at a loss.  I can't even connect to Rockstar Support to submit a ticket.  This issue is infuriating.  It is ONLY GTA Online and Rockstar's website that I can't access.  Every other website I go to works just fine.  I can play other online games like Dead by Daylight just fine.  I don't know if this is a problem with my ISP or with Rockstar, or some combination.  It doesn't make any sense.  My ISP has changed multiple times now with no luck.  Could there be some ports that got closed on my router?  Would I have to call my ISP to see if they could open them?  I just don't know what else to do at this point.  Thank you for the responses.

And did you check that website whether your IP actually did not change when leaving it shut down? If it didn't then idk, tell your ISP what the f*ck, how come they "can't". 

Also among those fixes, did you try basic stuff like flushdns or assigning google's/cloudflare's? If yes, then probably VPN is your only choice. Or change that ISP.

The IP address did change.  This is the first I've heard of flushdns or cloudflare.  I am contemplating trying a VPN.  I've sent an e-mail to Rockstar Support.  Whether I'll get a respone, helpful or not, who knows.  I live in a rural area and this ISP is better than the last one I had.  I went from CenturyLink to SuddenLink/Optimum.  I'm hoping Verizon will offer their wireless option soon.  The only other option we have here is Hughsnet, which is satellite.
