Low FPS on decent PC

Hi for some reason my GTA San Andreas from Steam runs at 100 FPS at max and at as low as 60. Changing the graphics setting doesn't seem to change anything. I tried unmodded and modded versions of the game and the performance was still the same.

My specs:

RTX 2060 
Ryzen 5 2600

16GB 3200mhz RAM
