Use firewall to block inbound/outbound udp 6672 ports. You can whitelist friends as well, but for that better get something like digital arc guardian/codeswine solo lobby app, they are easier to use. That cheater should back off after while of being unable to connect to you.

I tried to block gta online ports using a couple guides online and none of them worked. Could you explain more precisely how to do it?
