Hidden Packages Trophy Bug

I collected 99 hidden packages in Definitive Edition based on a youtube video but i cant get the last one.

The hidden package that should have been upstairs in the Sunshine Import Garage is not there!

Is there anyone who could collect this hidden package?

I own the Sunshine Import Garage but only completed the first list of wanted cars if thats important.

As far as I remember there is no hidden package in Sunshine Autos. Hidden package is in that chem-o-plant near Autos. 

 

Edit: I just checked, it's there. And I don't know if there is a way to delete this comment so instead I'm editing.

In 99% of cases, it's some other package/rampage/stunt jump that people missed, rather than the one they think they do.

I'm currently experiencing the same issue (stuck on 99).. At first, I'd take accountability and say it's my fault. Human error. But I've gone around and checked and I'm not finding the last one. Furthermore there is one suspicious place where I found no package (or at least I have no reccollection). The heli pad in the Airport. I didn't see a package there. And, it was my first time in the airport. 

 

I read on YouTube comments that two guys were missing a package according to this guide. That's right, two friends on two consoles were doing the packages simultaneously and both were missing the same package. I asked the guy and he responded.

Now, this could be a case of two people making errors. For example, using a helicopter, often the packages don't spawn unless you get really close. This could have been true coincidently for them. We just don't know. However, GSG is involved, it's also plausible that packages can be glitchy. 

 

He says the package behind the stadium spawned twice. Can this be true? Perhaps he collected it originally and died before he saved it. So far there isn't enough concrete evidence for glitches or bugs, just subjective experiences.

A little late to this discussion but this may benefit others that stumble across this thread.... From my extensive experience (I used to be a VC area moderator and then global moderator for about 12 years), most people missing the last package are missing one other then the one they think they are missing.... Are you playing on PC, Mobile device, or a console??  If on PC or android (It was made for PC but I was able to get it to work on android also), there is a small mod you can install that will make a big bright light above any and all packages not yet collected (rampages also)--- then just fly around the city (preferablly at night) in a helicopter to find it... the zip file is located here... download the VClights.zip file and replace the generic.ide file on your game with the moded one.....  https://illspirit.com/files/
