How do I change the default license plates for police vehicles that spawn when wanted?

I want to change the license plates on police vehicles that spawn when you have a wanted level. I'm not sure where to look though, I could really use some help.

I'm assuming you want to replace the texture? All vehicles under the emergency class as far as I know spawn with the sa exempt plate, so easiest way would be to just edit/replace the texture "plate05.dds" in vehshare.ytd, located at \Grand Theft Auto V\x64e.rpf\levels\gta5\vehicles.rpf\
For this you need OpenIV.

Nevermind, I figured it out. I thought I had the New License Plates mod installed correctly but I didn't. I installed it correctly and I gave the police cars Liberty City license plates by editing the carvariations.meta file.
