OpenIV Setup is Unable to Write Log File - Disabling Antivirus Not Working as Solution

I've read a bunch of posts already that say disabling antivirus fixes this, but I don't have any antivirus enabled. I've already tried this with Windows Defender real-time protection turned off. I've also tried restarting my PC several times. I have no idea why this won't work. Any solution?

Here's proof that I disabled my antivirus and I've restarted multiple times. Still doesn't work.

Just got it to work. I had to move ovisetup.exe to the Rockstar Games Folder to get it to work. For some reason, it won't write the log file when it's in the downloads folder.
