It should be purchasable from store even if it's little too late kind of weapon. These crime scenes and assembling would make sense if it was prototype or not widely available rifle.

Let's say for example:

Batch of new chinese rifles have been stolen from China and it started smuggler warfare in the area of SA, some of those parts after bloody shootouts can be found on various crime scene locations. If players collect 5 parts they can assemble rifle based on qbz 191.or it can be new murucan or euro prototype rifle, would make much more sense,  but R* don't give a f about that.

It comes without a spoiler, which is not otherwise possible without glitching as there is no "no spoiler" option in ls customs. worth nothing that the lm87 also appears to come without a spoiler, but don't hold your breath as I bought the wingless ruiner last week and it just turned up with a stock wing and roof anyway.

I mean it's older type of rifle of the ar platform variants(carbine rifle and mk2 version) , granted  compact version was already present in artwork of Michael holding it. This weapon should be present in the game from day one as starting rifle. Not much point now with  carbine mk2 which is more modern with better customization options. Even heavy rifle given it's based on scar made more sense since it's fairly recent and modern looking weapon, as well as military rifle aug look alike.

Interestingly (or not), Colt or Armalite or one of the sight companies actually manufactured a scope specific for the XM177 / M16s with the fixed carry handles. The scope was a fixed zoom and aperture, 4x20mm, and essentially rested atop of the carry handle, being fixed through one or two of the adjustment holes (?) in the carry handle. 

 

 

 

Although I'm totally fine with it not having one in the game.
