Hidden underground parking lot?

I found this underground parking lot in Bedford Point. It's a bit inconsistent since its quality is far worse than the underground parking lot of AMCo. HQ in Torrington.

 

 

You can see the entrance to the parking lot.

 

 

There are no lights and parking lot lines. The only car parked here is Rumpo.

 

Compare this to AMCo. HQ's parking lot, which is way more detailed.

 

 

This is AMCo. HQ. You can clearly see the difference. It's especially strange since there are not many indoor spaces that Claude can enter, and spaces that he can enter are pretty detailed.

 

The underground parking lot in Bedford Point looks rather unfinished. Was this place going to be used for something else?

Honestly, I never gave it much thought except I remembered the location because a package exists there.

It has a hidden package inside so it's not a place you were not intended to visit

Now you point it out that parking garage does look horrible but I never thought about it back then.

I guess the devs just neglected it.
