Actually i also have another suggestion. In steam there is an update called Updated Classic: GTA San Andreas.. One of them may outdated.. - The people was also mentioning about compatibility.. you can also apply it.. - If you have some in-build apps or some kind of gaming apps like "Dragon Center" for MSI you may have to tweak it.. - Talking about tweaking.. you may have to check your system if it's overclocked.. It will be an awkward question but i gotta ask it anyway.. Did you install "Sanny Builder" recently and have you ever used a cleo script about graphics?
