I can't punch people in gta 4 when downgraded

Hello my gta 4 is not working as it should be when downgranded. When I did downgrade of gta 4 it openes and I can shoot and kill but I can't punch and I can't do 2 missions in the game. So I can't progress in game. I love gta 4 and I wanted to mod it because I did it before 2020 when rockstar was less retarded and did noob update to the game. pls help
