Is it still nessesary to donwgrade the game?

I've taken a hiatus with modding GTA 4 and recently when going back into it I've notice a lot patches out there now that make modding the newest Complete Edition version of the game a lot easier as with these patches it's a lot more compatible.

I understand with mods such as LCPDFR it's probably still necessary to downgrade as the mod is so old at this point, but with say quality of life mods, vehicles and EMBs is it still necessary?

for  LCPDFR you should use >  1.0.7.0 or 1.0.4.0
