Clip capture not working on GTA IV

Well I was hoping to capture some clips to edit in GTA IV but it's not working the setting is turned on in the menu but when I go make a recording it goes for maybe two seconds before saying "Saving clip. Please don't turn your system" and it'll just keep saying that forever until I force the game to shut down. The version I'm playing on is 1.0.4.0 with the ICEnhancer Natural v3.0 graphics mod installed and the graphics card I'm using is an Nvidia Geforce GTX 1660 Super with an Intel Core i7-6700. Looking to get this issue resolved so I can edit some videos in GTA IV.
