The question is not what Rockstar would choose ? but What would YOU like to see (excluding previous cities).
(and yes I DO know the gta is about american culture statement, skip the disclaimer and relax)

Dallas, Houston, Atlanta, San Diego, Seattle, Phoenix, Detroit, Chicago, Boston, Philadelphia, New Orleans, and Washington DC.

 

Montreal or Toronto would also be cool too.

Capital City/DC

 

Seeing that miles travelled from Liberty City to Capital City stat made me a bit curious to visit this place. In general I would like that see what Rockstars take on the capital of the USA would be like. 

 

I think a DC+Baltimore setting with the countryside of Maryland and West Virginia (if I got my names right) could be a really neat setting

Chicago, Detroit, Philly, New Orleans, all have enough crime history, good materials for next GTA.

 

For non-American setting, I'd pick Moscow. 1993-94 Moscow during Russia crisis was pretty wild.

The Great Lakes area featuring Chicago-Detroit-Toronto would be an interesting location to take a stab at. If Rockstar really are willing to partially venture to South America for VI, then I'm sure a piece of Canada wouldn't be out of the question down the line (whenever GTA VII gets released)

Anywhere in the southwest, excluding California, so maybe Huston, Dallas, Austin, Albuquerque, Phoenix. That can be combined with locations from south of the border like Mexico City or Tijuana.

Anchorage is the one that stands out the most imo. What on earth would Rockstar be able to do with that location? I'm curious 🤔

 

Any other large city is going to retain some flavor of a previous GTA game; Anchorage sounds like Rockstar would be pushed to the limit to actually make an interesting oopen-worl environment. Every building is enterable, the wilderness is vast (RDR2 on roids), secret military bases and such.

 

Other than that, Boston I guess. Hometown 💪

Maybe one of the cities that they will add later on will be in the southwest and be based on one of these cities

 

Although if Tijuana was included then it would need San Diego, a city in California. But San Diego definitely feels different to Los Angeles so I think it would be fine

Nah man. San Diego is actually pretty similar to LA. The only difference is LA is a bit nastier and fast paced compared to San Diego.

eh Ive been to both and LA being a bit nastier then San Diego is an understatement plus the border and Military/Naval bases make it pretty cool         

 

Coronado would be so cool

 

haven't been to both in some 2-3ish years, but I am actually going to San Diego for a trip this weekend so I guess Ill see how different both are when I pass by LA on the I-5 and go to SD. 

 

Still any city thatll give me border action is a city I want

London would be good. It would be interesting to watch players navigate roundabouts. The police wouldn't turn up for any stolen cars, but you would get a four-star wanted level for posting a joke on LifeInvader.

There are a lot of interesting cities, but I feel a majority of cities are more suited in a multiple city setting, like there are a lot of Texan cities in the options, but I feel it would work better if Houston, Dallas, San Antonio were grouped together, as well as including some other cities or landmarks from neighboring areas (Albuquerque, Santa Fe), for example parts of New Mexico and parts of Louisiana including New Orleans, as well as other interesting features from Texas like El Paso or the coastal lines. Would if done right be an interesting city.
 

But a GTA solely based on the city of Houston would simply be 1. lacklustering or too niche and 2. also feel too American. Since you exclude a lot of other cities in other continents.

 

I feel GTA would benefit from expanding into South America or from a South American setting (i'm European myself, i feel Europe indeed doesn't fit a GTA, but Latin America probably fits GTA very well). Rio de Janeiro for example would be an interesting city, but other areas could be very interesting too.

I also feel Tokyo needs more love, but i'm not sure if GTA is the right franchise to do a open world gta-like game set in Tokyo, but based on Sleeping Dogs which was set in Hong Kong, i think Tokyo would definitely if done right be a nice setting for such a game, but it should perhaps be a different franchise (maybe some of the Yakuza games are already open world, but i'm not sure if they're as detailed). If Rockstar wants to do it, it probably would be better as some kind of spin-off, and Tokyo is also a setting I feel that benefits more from less countryside and more city detail (focus) and suburbs detail. It's a gigantic city, so it could still be massive.

Because thats where the series is set. You can't really set it anywhere else Rockstar has also said this ¯\_(ツ)_/¯
