What sort of programs are modders using to look into the game files?

as stated before, I want to extract from the rpf files but how on Earth were modders able to get into the game files? Especially when finding cut content? I want to know so I can try my hand at doing this stuff myself.

You can explore the game files using OpenIV for now, but do keep in mind most of the game's formats remain unviewable in OpenIV as of right now. But I hear CodeWalker/CodeX is debuting support for RDR2 eventually with model viewing support and archive exploring, but no clue if it'll include editing support. 

 

For now in OpenIV, you can explore texture files (always in "ytd" containers) and other data files, as long as they're not models. CodeX/CodeWalker will support model viewing soon, just keep an eye out on their Discord server for more and including the beta build of CodeX. For cut content, GTAF already has a section for this in the Red Dead Redemption 2 topic:
