I wish R☆ would at least go back and let us change colors on the OG car interiors. There is no reason they can't implement this since there are cars like the manana custom that use the stock muscle car interior that can be changed once you convert them. Too much work, you would have to edit the file for the 3D model on every single car and change the standard interior for the white version (which is the same interior but paintable) and make the tweaks for the interior to fit on every single car separatedly, change the seats and reposition those too (remind you that all bennys cars are completely separated entities from their original model, so its possible that the dimensions are off by milimiters in comparision to the original). I thought it was Benny's too, but if you take a closer look at the green version in the newswire post, there appears to be armor plating on the doors. R☆ has a tendency to not want us to use police cars but we can keep a lifeguard Granger with lights and sirens and a firetruck at pegasus and iirc there's another police truck as well. I can understand them not wanting us to store the same police car as the LSPD or SAHP uses since people could go off the radar and jump in a cop car and pretend to be an NPC and attack someone who is in a firefight with the police already, but I don't see why they can't add an old cop car that no one would mistake for LSPD. They already have cars with addable roof mods such as that old 50s car you can turn into a taxi so I think they should give us a light bar and police liveries. Especially a few iconic ones that used that Monaco such as a hazzard county style livery and a CHP style livery. Coincidentally that's the same carwash used in the knight rider episode custom made killer that has a red fury that turns into a green coronet after a wash. There's so many possibilities with this body style car. It was also used in Smokey and the bandit as a police car as well. I mean it works in a pinch but you're severely limited in what pearlescents you can use since they bleed into whatever color you painted the roof.
