Unlikely. Not only were the coordinates (0,0) in the middle of Vice City indicating that it's the primary zone, but out of 91 videos (some of which contained events in different zones) nothing was seen to suggest that there is another city aside from Vice City.
That is to say, how out of 91 videos in which areas such as the Everglades, The Keys, Port Gellhorn, Lake Loenida, Homestead, Ambrosia Farms, Vice City, Yorktown, etc... were revealed, there was no indication of another city. What are the odds of that? With the amount of things that happen in a city.

 

I can be wrong? Sure (in fact I wish I was), but we can't speculate about other cities when there are many things that point to only one. The same story of GTA V will be repeated, Rockstar only showed Los Santos and the countryside, and there were people who clung to the idea that San Fierro and Las Venturas were there too.

Who's we? Can be a bunch of people correctly guess the exact date, after all it's only 31 days in a month and there are hundreds, thousands or millions of people commenting on possible dates on various sites and networks, so obviously a part of them will be right.

 

Guess that settles it, R* will announce it on the 30th February
