Maybe the project Americas never been canned. And in fact, they maybe want to make it as planned like expanding it later in South America just to avoid crunch that’s all.

 

Edit: I also believe that Cayo perico will be in GTA6 someday if not in launch.

Well, we do know that the game is still codenamed Americas as evident from the leaks, and many credible sources have talked about potential map expansions for quite a while now.

 

My interpretation is that the original ideas for Americas were simply way too much, even for Rockstar, without even factoring in the crunch related stuff. Jason's recent article stated Rockstar planned to recreate large swaths of land in both North and South Americas, but the 2018 Americas report only mentioned Vice City and a South American location. So it's almost certain that Americas was already reduced in scope even before RDR2 and the crunch stuff came out.
