Hopefully some boat smuggling missions, etc.

Vice City boat races could be fun. But I don't think it'd really ever be that popular.

I question whether boat missions will ever be fun in GTA. I can't think of a single time I enjoyed being on a boat in V that wasn't the jet ski.

I think it’s because no GTA really nailed the feeling of staying on a boat in the water. 
Think about it in real life, even when you’re standing still, there’s the sound of the water hitting the hull, the smell of the sea, the wind, the movement of the boat and the feeling of being vulnerable, all things that are hard to recreate in a videogame

Also maybe it’s not as relatable as driving a car would be?

Here's something I'd like music-wise - remember Joyride? The theme from the very first GTA game in the late 1990s? It reappears as Fido's pager music, reappears as a jingle in the opening loading screens of the original Vice City, and is an optional ringtone Niko can have.

 

I'd love it to be a song in the game, but as a cover version done in a 1980's synth style. I think that would be so awesome to hear, because I always loved it when Rockstar included that melody. It was always nice to see them paying tribute to such a far-off era in the series.
