If you are wondering if it moved or something, then no, it is still in the original spot.

 

If you are asking if it's in the original spot where it is in Story Mode, then no, it is located differently, much lower and visible from afar.

The GTA 1 DLL´s date from october 28, 1997, this GTA1 version is from the R* Classics site that they nuked a few years back where you could legitimately download GTA1 and GTA2 for free.

 

That was the site that they nuked
