GTA Online - RID (anoyying modder)

So i was playing with my friends, one guy joined with all stats maxed out, weird outfit and 1 lvl, some grief crew also, i said in my language that we need to kick him out, then couple seconds later he was kicked but immediately one of my two friends got game crash, couple seconds later he rejoind same lobby and somehow he made me kill him even i was half map away.
I made invite only session and invite my both friends but he somehow joined us and start killing us with sniper, i was in securo serv and my friends was in their own and somehow he made us "destroy" CEO Cargo which casued CEO Ban and he laugh at it, he was also also saying he have our RID so he can do whatever he want anytime apparently
So what i can do now? pray to he never join again? can i change RID somehow? "Report him"? I dont know ffs and for me its first time saying such a annoying little prick.

Use firewall or guardian/codeswine app to whitelist yourself and friends. He should back off after a while.
